Hi Abraham,
Often times, within the same organisation there is a time limited you have respect, before you can move to the next assignment. The idea is, that you commit to the job you take on. However, between organisations those kinds of time-limits often don’t exist.
If I were you, I would go for the best available job the moment you get it offered. It is very hard to know when the next great opportunity comes along.

Can you confirm that the email is actually from UN DESA? It should come from an email similar to [lastname]@un.org – if it is not that kind of email be highly suspicious.

I don’t think that’s a huge problem – most HR colleagues start to look at everyone only once the deadline expires. Even those who screen applications on an ongoing basis will review every application that was submitted on time.

That sounds indeed a bit unusual. Are you sure you were requested to confirm the participation in the interview? What sometimes happens is, that candidates are requested to confirm their continuous interest in the position.

I would typically think that if you had and interview you should at least learn about that outcome. So I would gently follow-up.

What I experienced is that you get an offer. Once you get the offer, you can of course negotiate and discuss if the offer is acceptable to you. If/how the organisation changes or improves the offer may differ quite a bit. But there is always the option to try. And I’m not aware of any offer being taken back later – so there is not much to lose in this case.

Are you talking of IICA at ICS 11 level or is this an IICA1?
And which duty station are we talking about?
I will move this to the Copenhagen forum – if it is worth moving to CPH for a 11 months or not is of course an individual decision. Would I move my family, worry about schools, sell everything and start a new life? Maybe not. But there are many folks who find CPH very liveable and nice and provided you sorted your accommodation, you should be alright. In fact, I do know at least 3 people who do/did commute to CPH from other countries for a period of time.

that kind of negotiation is coming much later – in the interview you would typically not discuss the financials at all. Later, once you are the selected candidate, you can negotiate starting date, steps (for the fee when it is a consultant/SSA/ICA).
So just wait for the outcome of the process and see.

I would definitely try. Typically, HR does a calculation on where you should be based on your CV (unless you come from a lower grade, then typically you start at step 1). So I would definitely negotiate. On the other hand, don’t be too disappointed if there is no success in the negotiation.

I don’t think there are any written rules about age. So I wouldn’t be worried about that. But if you were a Middle Manager in a medium size (or larger) company before, you may not find a G3 suitable.
A P3 would probably be more the kind of job you would be used to.
