Au niveau de l’Etat du Sénégal, le Ministère de l’Environnement et du Développement Durable (MEDD) a la responsabilité de mettre en œuvre la politique sectorielle du Gouvernement en matière de protection de l’environnement et de développement durable. Dans ce cadre et afin de répondre aux enjeux stratégiques de la gouvernance sectorielle et d’exercer pleinement son leadership et son rôle de coordination intersectorielle pour un développement durable, le MEDD a entamé un processus de réforme institutionnelle.

En 2016, un nouvel organigramme a été proposé par le Ministère de l’Environnement et du Développement Durable. Dès l’adoption du décret d’application, des actions devront être entreprises sans délais afin d’assurer la mise en œuvre et l’opérationnalisation de la nouvelle organisation.

Le présent projet s’inscrit dans le cadre du Contrat de réforme en appui au développement durable du 11eme FED et a pour objectif d’apporter un appui institutionnel à la mise en œuvre du nouvel organigramme du MEDD. Il porte sur les orientations stratégiques du Ministère consistant dans (i) l’opérationnalisation du nouvel organigramme, (ii) le renforcement du rôle transversal du MEDD (développement durable et changement climatique), (iii) la gestion de l’environnement et l’application de la réglementation/le contrôle et la police environnementale, (iv) la communication et l’éducation à l’environnement.

Le MEDD vise à travers ce projet  à se repositionner et à adapter ses structures pour tenir compte des évolutions du secteur, des défis environnementaux nationaux et faire face aux enjeux internationaux relatifs au développement durable et aux changements climatiques. Il est par ailleurs nécessaire qu’un effort collectif au niveau du MEDD soit entrepris afin de réduire la fragmentation et le manque de coordination de l’aide dans le secteur de l’environnement.

Dans ce cadre, l’UNOPS est à la recherche d’un Chef de projet, expert en appui institutionnel capable de prendre la responsabilité de tous les aspects du cycle de vie du projet.

The New and Emerging Talent Initiative (NETI) is an entry point for professionals interested in an international career with UNICEF. As part of UNICEF’s global talent management strategy the NETI Programme focuses on attracting, selecting, developing and retaining new talent.
